Please advice :
Does exist the save place to put 300k (from house sale), to produce
the income of minimum 12k a year , necessary to implement ss,
to meet living expenses of retired person .

To my knowledge, there is no guaranteed 4% return vehicle out there. You could probably invest in some index funds that will give you more than that some years and less than that other years. If you do that, then you could probably take out the $1K per month (and no more) and make it work pretty much forever.

You could check into the annuities market - ie, a life annuity that pays 5%or 6%. But that means that your $300k would be gone.
