I think it's probably not a good idea. The only time i'd say it's really worth it is if the site is absolutely on point with yours and they're offering a VERY reasonable rate. Try and work out a trial period with the site where you could maybe buy two weeks worth of space at a cheaper rate.
Really, you ought to just focus on quality link building.

My best advice is to stay away! From your description, they sound like spammers in sheep's clothling. SPAM is not only annoying to millions, but will also get your site turned off and/or listed in the RBLs. In short, don't do it.

You ask about leads then include an opportunity that uses leads as a product, what kind of strategy is that?
I tried ProBuilderPlus and the leads I bought from them were terrible. I called one poor girl that took the time to talk to me and told me that in two weeks since she filled out an online survey she had over 100 phone calls and her email inbox was jammed. Sure she's going to want to hear about my Network Marketing business, I'm lucky she didn't call the cops!

If you do buy leads the cheapest sorce I know of is the phone company it's self.
They use to sell busissness op leads for 5 cents each.
When I was in insurance the company I was with had a deal where we could purchace new movers.
For $34 cents each we would get their name and a post card would be sent out.
I also paid $1 a lead for the Welcome Wagon. It was good until he lady got other agents with lower rates onboard. I canceled as I was supposed to have the leads exclusively for the $1. Plus there was duplication between the leads the insurance company provided and that the welcome wagon provided.

If you really want to purchase traffic, use PPC.
I suggest:
Start with these two, or just with Google at first. It's probably the fastest and easiest technique to get targeted traffic to your site - starting in about 15 minutes!
Unless you know somebody with a huge list, I suggest you go for it.
Make sure you have a great sales letter on your web site and that you have a way to capture names and e-mail addresses.

I wouldnt say its the best way to advertise I recommend email advertising. I recommend it because I sell email ads, click ads, sign-up, etc and out of all of them email ads have to be the most effective. or i mean as far as conversions go

I have never had much luck with buying leads. If you are going to purchase them make sure they are double opt-in leads. I always had much better responses from leads that I got on my own through my website.
The best thing to do is set up a bunch of lead capture pages and put them into a URL rotator. You can then use this in Traffic Exchanges and Auto-Surf programs to build your own list.
