Seeing how you used a last name I'm guessing you are in the service. Then I am going to guess you are in Okinawa since you couldn't rack up that much debt in a combat zone. If you are a service member there is a Servicemembers Civil Relief Act http://usmilitary.about.com/od/sscra/ I believe it can help you lower your interest rates but not make the debt disappear.

Ok, so personally it goes against what I believe to borrow money and not pay it back. It would feel to me as if I was stealing and in this day and age your credit is your honor. Now with that said however, if I had to choose between paying my debt and feeding my family there is no question that I would choose to feed my family.
I don't know your situation or what country you are in, but keep in mind international laws could change especially if the country you are in is a US friendly country.
And one other tiny thing, In the Dominican Republic which is close to the US in the carribean, American Residents or Citizens wishing to do business there have their US credit checked (by some businesses not all) as well as their Dominican credit, if they have any, checked.
