Link wheels are actually created either manually or naturally to help certain websites having better links juices. In other words, the combined linking patterns and forces will ultimately help sites having better ranks. Major marketing companies are using free and paid methods to create link wheels, using directories, blogs and other systems usually.
Since a chain of websites will be attached to each other, normally operating in similar niches and web markets, so the impacts on each other ranks will be much better than getting links from single spots or HTML pages. As always, relevancy issues will be the key and also authority levels of the sites, domains and sources which create link wheels.

There are some cases where search engines have stated linkwheels a black hat technique but I think if one managed to make it large and kept it incomplete then search engines can not trace it.

Link wheel is generally a procedure in which you build a number of or so new web pages using web 2.0 properties such as squidoo, blogger, hubpages and etc, all on the same subject as your major website.

The link juice comes from a variety of sources and is funneled into your web site. Think of putting your thumb on a garden hose - the spray becomes more powerful. Only 10-15 websites will actually link directly to your website. The remainder flow down to other properties. Promoting the promoters. Backlinks to the backlinks.

I don't recommend Link Wheels nowadays, i find Link Pyramids to have much link juice and benefits than the link wheel.

A link wheel is the process of developing 12 or so new blogs/micro sites on the particular subject. On each of those websites, you write 200 words of original contents & involve 1 link to your focused site & 1 link to one of your other blogs/microsites.

A link wheel is a group of website owners, or even one person who owns a lot of sites, who get together and share links. They one-way link to each other, which Google doesn't like very much.
SiteA.com links to SiteB.com.
SiteB.com links to SiteC.com
SiteC.com links to...(a lot of sites) SiteZ.com.
SiteZ.com links back to SiteA.com.
You can build dozens of links to your site if the wheel is manipulated carefully, and if there are enough sites in the wheel.

A link wheel is the process of creating 12 or so (or sometimes up to 116) new blogs/microsites on a particular topic. On each of those sites, you write 200 words of unique content, and include 1 link to your targeted site, and 1 link to one of your other blogs/microsites.
