Are you sure you have selected an appropriate keyword? If you selected a competitive keyword, you don't need to worry about the sticky position, because it is too hard for you to get a progress.
Building quality backlinks helps you to get a higher rank, for example, forum posting.

It is very easy to determine Do Follow and high PR blogs. What you should do is Google some blogs related to your niche. Once you have found some, you can check the PR of the site using Google PR Checker, then see if links in that blog is do follow.

Asa per my opinion Blog comment is best for ranking. I have read some where that Google gives more priority to blog so if you will doing high PR blog submitting then definitely you get good rank.

Comments should be thoughtful and to the point. It should increase the readability of the post. You shouldn't do comments just for commenting but think about the blog owner as well; why one would approve your comment untill it doesn't have something belonging to the post? Additionally, dofollow is necessary but be a bit natural and do some (at least one or two) nofollow comments as well. It will keep the traffic moving to your site as well as keep the backlinks profile natural.

Blog commenting is one of free techniques of SEO and we can simply comments on blog but I think it can't give the best results. If you do high pagerank blog comments, you got backlinks.

you will get more traffic and increase of back links on your concerned keyword through blog commenting. Search for high PR blogs which are under do follow and start link building with quality comments.

Those who are not using tables may face problem in maintaining neat pages. Adding too many pages to a page may make it appear untidy.

The use of CSS is important and if you do not use them but keep tables in the pages of the site, it is a problem. The page starts looking messy and ugly and the MSN bot will not approve the pages.
