Fortunately since the Credit Card Reform wen into effect, the rules are much more in favor of the consumer. No longer can they charge whatever they want. |

I'm not an expert on this, but I don't think it's possible to re-negotiate a fixed rate unless you are using one of the government programs to do so. |
