No, I have seen some companies who charges 20% interest rates and are no scam. You have to choose the right one you see.

Personally, a department store card worked for me. I applied for a card from my bank and got rejected because I had no credit. The teller suggested I go to JC Penney. I got a card, bought a few things each month, paid it off regularly, and had established credit in no time.

For decent credit score you should try your level best to incorporate good monetary lifestyle. Timely payment of your installments and monthly investments in your savings account it helps to build a good credit score.
