Learn webdesign for free on the web and accept jobs. Offer services since you don't have money yet to start anything.
Oh, and you're Russian? You can offer translation services and search for those Wanted adverts in forums. At first, you may offer to translate for free and then when you have some good feedback or reviews, you can start a paid job. Don't forget to be visible in the forums by posting useful replies to threads. That way, you will build your reputation and when prospective clients check your profile, you will appear credible.
