The attack on the World Trade Centers on 9/11/2001, in addition to other purposes, had the purpose of trying to hurt the U.S. economy. That was why the Trade Centers were the main targets. While it did cause an almost immediate large drop in the markets, they recovered relatively quickly and the economy did not nose dive much to the disappoint of the planners of the attack. The reasons for this were that the U.S. economy and the American people and their allies were greatly underestimated. Also, no matter what one's views on George Bush and his administration, he and his administration kept the economy going. The main reason for the recession in 2008 was due to mortgage excesses and the root of those was the idea that everyone should own a home. While that is a nice notion, it is just not realistic when it leads, as it did, to people buying homes with no down payment, without the income to sustain the payments and cost of owning a home and of some buying just a lot more home than they could afford or need. So the mortgage bubble burst and brought the entire economy down with it. So while the terrorists failed, we did it to ourselves in a way. But recovery will happen in spite, not because, of some thinking that government spending is the way to do it.
