What is the overall thought on the newest bill signed today that is supposed to help small businesses? Is this going to be a good or bad thing? How long do you think it will take before this scheme will actually start?

I like the provisions about being able to solicit money for startups. Although there is always the fear that it will be used by scammers.
It will help some, I think. But not enough to make a difference.
