If a business is currently incorporated in California, does business nationwide, but has not done business in Delaware at all, can this business incorporate in Delaware? If this is possible, are there specific things that should be taken into account?
I understand that business tax rates are far more accessible in this state, and I know that California can a bit stiff, even if a small business.

Of course. That isn't going to stop California from going after "their" tax money, though.
