Yes, after you retire or quit the company that administers the plan.

I rolled part of my CREF account to a Fidelity Investment IRA long before I retired. Check with your plan administrator re what your program allows.

As DonC suggested, read your Summary Plan Description. That document identifies the circumstances for removing funds from the 403b plan.
All 403b plans must allow the transfer to an IRA when the account owner is no longer employed by the sponsoring employer.
Some plans will allow distributions after the account owner is age 59 1/2 and still employed by the sponsoring employer.
Read the Summary Plan Description for your 403b.
