We have consulted a SEO company to help us come up with some online marketing plans for our business. One of their recommendations is to buy backlinks. Our business partner is kinda hesitant about this. He was saying that it will not be surely beneficial to our website. But of course, we want to get more ideas about this before we decide whether to agree or not. So would this be helpful or not? What do you suggest? Thanks.

In this past this was standard practice and worked well. These days it's a bit trickier, it is easier to get yourself in trouble with Google. Proceed carefully...

I encountered one site saying that you should not buy baclkinks from PBN especially those sites with no relevance with your website (more details here). And it is recommended to get backlinks from TechCrunch, Huffington Post and even Forbes. Sorry, I just don't get exactly the point. Does it mean that if you get a backlink from a popular site whether there is no relevance with your content, it would still be beneficial?

It all depends on the definition of "buy". Google do not like companies who sell back links. However they do not mind if the website taking the money are doing it to cover costs i.e. a directory website with an admin fee.
If someone is doing SEO for you and they are creating backlinks you are not paying for the links you are paying for the SEO companies time.

If you get caught buying backlinks, it could result in a Google penalty. A good SEO company will focus on building relationships with others in your niche, creating good content, and linkbaiting or otherwise working to acquire links naturally. There's a place for easily getting backlinks, like press releases or guest blogging, but in most cases the idea of buying backlinks ends up either being very bad (due to cheap link spam) or very expensive (and maybe not worth the cost). I'd say tread carefully.

Backlink is a incoming hyperlinks from one web page to another web page.
