I see both ends of this kind of advertising as a bad option for all but larger players.
Using your website to advertise for them is giving away valuable traffic for pennies and buying clicks is way to expensive for most small advertisers.
I have found better ways for me and it's not that hard.

I would like to think that the information made available on the website for showing businesses that use PPC advertising through Google and Yahoo how to counteract click fraud is straight forward.
In many cases, the click fraud is not only going undetected, but is severly diminishing the effectiveness of the business website's ad campaign, and negatively impacting on potential sales.
That said, I'd appreciate it if you could elaborate on your comment.

It's pretty straight forward, I had a website that attracted people interested in marketing online specifically, so I added AdSense for the keywords that applied. When I got up near the $100 needed to be paid, they canceled my account for click fraud. I never had clicked my own links or told my family I even had the site, which is the most common source of this problem. Needless to say, they kept all the money I had earned.
The AdWords side of my comment goes without saying. If you're not extremely careful in setting up your campaign and have a target that converts very well, you can run up several dollars a DAY in advertising costs. As a small player, that's over my head when I can get some pretty good advertising free or very inexpensive and in my case, since I made the top 50 referrers in my current endeavor out of 77,000 I would say it has been effective.
What I find more effective than AdWords is using my own campaigns based on a $7 script that I purchased at a one time cost that picks ads from ClickBank based on the keywords I feed it. I only place ads at the bottom of each page on my website at http://100Affiliate.com because I don't want them to interfere with the main message, but when I do make a sale it is much more significant than anything I ever made with AdWords.

I can't help but think that a competitor of yours was researching the AdWords that you were bidding on and deliberately making fraudulent clicks on your website in order to drive your costs up.
There's an e-book, with streaming audio/video content that's been developed that contains method for tracking and substantiating click fraud, so that it would be possible to secure refunds from Google, Yahoo or whatever pay per click advertsing service that is being used.

I agree that this is probably what happened, but you would think as big as Google is they would have a better solution in place than to close innocent webmasters accounts and keep their money. As I said, I quickly discovered I don't need them. I make a lot more now in a shorter time than I ever did with AdSense.

In my opinion, if he's rich it wasn't his hard work that got him there, he had to figure out how to get others working FOR him. That's called leverage and it's a very well know system among the rich.
